Middle East Region Deputy Chief of Staff Logistics Directorate (A4) and Assistant Deputy Chief of Staff Logistics Directorate (A4A) Middle East Region

Summary:  The Deputy Chief of Staff Logistics Directorate (A4) is the senior staff advisor to the Region Commander on matters pertaining to logistics (including supply, transportation, real property and maintenance); ensures equipment is ready, safe and available; supplies for mission accomplishment are available; real estate is maintained.  The Assistant Deputy Chief of Staff Logistics Directorate (A4A) assists and performs any or all of the duties and responsibilities outlined below or assigned by the A4.

Duties and Responsibilities:

  • Advise the commander on status of logistics programs and establish logistics policies.
  • Be familiar with the CAP directives in the logistics, supply, transportation, maintenance and real property.
  • Responsible for all matters pertaining to supply.
  • Ensures proper accountability for CAP property.
  • Responsible for receipt, issue, storage and proper disposal of all CAP property.
  • Responsible for effecting distribution and recovery of property in coordination with the transportation officer.
  • Recommend to the commander the allocation or reallocation of property.
  • Ensure that all vehicles are licensed and insured and those drivers are qualified and licensed to operate the vehicles.
  • Recommend allocation and reallocation of motor vehicles.
  • Maintain appropriate records on location of all vehicles.
  • Responsible for maintenance, painting, and marking vehicles.
  • Implements Logistics functions within the region.
  • Other related duties as required

Middle East Region Deputy Chief of Staff – Professional Development (A7P)

Closeout Date: 30 June 2017

Summary:  Reports to the MER A7 (Mission Support).  Oversees all functions related to Middle East Region Professional Development.  Creates a positive training environment where CAP’s adult members can develop their required skills in a comfortable, professional atmosphere.  Make adult members aware of training material and opportunities available to them through CAP and other sources to assist them in growing their skillset to perform operational missions, staff assignments and other assigned duties.  They perform any or all of the duties and responsibilities outlined below or assigned by the A7.

Duties and Responsibilities:

  • Coordinate member-training accomplishments with other members of the MER staff
  • Help ensure that CAP provides the best quality training with sufficient availability to support CAP's missions
  • Apply all directives applicable to professional development programs as necessary
  • Comprehend the structure of the CAP Professional Development program and its component programs, activities and events
  • Assist MER Staff members in proper completion and processing of forms, if needed.
  • Maintain MER HQ training records regarding Professional Development activities
  • Correctly prepare documentation in support of training awards for the Commander’s review
  • Submit applications for awards, ensure they are processed in a timely fashion and presented appropriately
  • Coordinate member training accomplishments with other members of MER staff
  • Actively mentor Wing PD Directors
  • Monitor the MER Wings’ progress toward the achievement of National and MER’s Professional Development program and its goals
  • Ensure timely dissemination of information on the Professional Development Program to MER Staff and MER Wing PD Directors to ensure compliance and maximum participation
  • Ensure proper staffing and administration, as well as assist with the MER Staff College
  • Coordinate and ensure equitable allocation of funds, property, and recognition within the Professional Development Program
  • Other related duties as required

Desired Qualifications:

  • Should be familiar with all appropriate CAP directives related to Professional Development, with particular emphasis on CAPP 204, CAPR 50-17 and other directives in the 35, 39, 50, 52, 200, 280, and 900 series
  • Should also be familiar with Professional Development texts and other materials located on the National Professional Development website.

Middle East Region Assistant Director of Personnel and Administration (Assistant A1)

Summary: Assist in the management and administration the CAP personnel program and associated administrative procedures.

Duties and Responsibilities:

  • Maintaining membership records as needed
  • Processes appointments, promotions and demotions including verifying correctness of information, entering into the management system, and forwarding to NHQ
  • Processes awards and decorations insuring correctness of the forms, entering the request into the management system, and completion of the process when approved
  • Insures all request for duty assignments are approved and enters the assignment into eservices
  • May process transfers, retirements and membership terminations
  • Other related duties as required

Middle East Region Assistant Historian (A6PA)

 Closeout Date: 30 June 2017 

 Summary:  The Assistant Historian reports to MER Historian and assists with compiling the annual region history report, assisting wings or squadrons with compiling reports as needed, and mentoring new CAP Historians.

 Duties and Responsibilities:

  • Assist with compiling the annual region history report
  • Assist in developing policies and procedures that relate to historical activities
  • Assist in establishing and conducting a program for the publishing of general and special histories, monographs, studies, and similar works for issue both internally and externally to CAP
  • Assist in establishing and conducting a program to specifically inform the general public as to the history of CAP as it relates to CAP’s current missions
  • May assist in issuing bibliographies, catalogs, indices, and abstracts containing information relative to publications relating to CAP history
  • May establish and conduct a program of the collection and preservation of items of historical significance either of a documentary or physical property nature
  • May establish and conduct or assist in establishing and conducting an oral history program
  • May representing the Civil Air Patrol at meetings of historical and other learned societies
  • Other related duties as required

 Desired Qualifications:

  • Senior Rating in the Historian Specialty Track
  • Thorough Knowledge of the CAP historical program
